Why were the interiors in San Andreas so much better than in IV or V?

Because the outside world unloads when you exist an interior, allowing for more detail to be put into them without impacting performance.

Those were also 3 of the only proper interiors Vice City had, the others being Tommy's hotel, Apartment 3C, and the Hyman Stadium.
Everything else was in the outside world, so quality sacrifices had to be made.
