SF and GG are going for entirely different kinds of gameplay. SF is generally more cautious and makes you deliberate in your actions, while GG is hyper-offensive. Their hitboxes serve those goals
It's also worth noting that GG has to balance all of its melee attacks with a host of characters who use weapons, which shouldn't have hurtboxes

They first made roughs of any given move and then they'd make the move work in game. Most of the moveset is tested out before actually refining the sprite to their actual quality IIRC, and even then has a move gotten a significant change in hitboxes, unless I'm not remembering one. When they moved their shit to Steam, they had a beta version running as a test for new characters and even Squigly, their first new character after release, had loads of rough frames when introduced, yet had almost all of her moves implemented rather early.

Most of the balancing shit from then on was properties of her moves or damage values. I do recall them actually giving a bit more unified combo-state hitboxes, meaning that characters wouldn't have deviating hitboxes when being hit in a combo, which happened in SF4 a lot, for instance Dan's crumple state from Focus attacks.
