If its street fighter 5, then pick any character with a projectile invincible move that you can react fireballs with, the best imo is karin's QCB+p i think it is? The overhead one, that move blows projectiles other than Guile's out of the water, but almost every character has one, ryu has his heavy tatsu, mbison is better absorving it with his v-skill, etc

BUT the generall strategy that works against projectiles is that you gotta jump them ONLY as a prediction, NOT as a reaction, if you react to them, then you jumped too late and the opponent should recover from the hadouken and react to the jump in with an anti air, so you gotta stay patient, block projectiles and bulldog them (block, then walk forward, then block the next one and repeat, inching your way in), and while doing this, you gotta figure your opponent fireball pattern, everyone especially low to mid level players have one, mine for example is that i throw too much after walking back or doing a backdash, its harder that it seems but you can blow people up if you know how to do it well, also in sf5 projectiles other than guiles kinda suck so its easier
