Pharah is the most well-balanced character in the game, being mostly dependent on the raw talent of the player and coordinating with his team rather than hiding behind abilities. There are no get out of jail free skills.

Mercy is the weakest healer in the game. If you're half-competent with Lucio(who has a similar skill floor with higher utility), Zenyatta or Ana, you can do way more with them than a Mercy at the same level.

It's strong, but you're also committing 1/3rd of your team to it. It's cool if you're taking on a half-coordinated team, but it might be better just seeing what Pharah can do picking off targets with Zenyatta's discord. At the same time, while a Pharah can comfortably take on Tracer or Genji, Soldier 76 is still pretty widely used and being careless with an approach will get Pharahs gunned down.

You also have to deal with Overwatch's terrible maps. Pharah is perfect in a lot of payload maps and the 2CP maps, but is out of her element in some KOTH stages.
