The courier live on as an ideal to strive for. Reactivating the robots is irrelevant in the longer picture for ruling the Mojave. All good points of the Legion are purely in JSawyer's out-of-game texts except for a couple of lines about how Legion protects its caravans. You have to actively try to like the Legion as the game doesn't support it. They have objectively the worst quests, worst characters, and worst content.

Yes it is meant to get a rise out of the player because the ncr and legion are presented in opposite ways. The ncr is initially shown to be the good faction but the more you find out about them the worse they look while the legion is presented as the bad faction and are shown good things(for the wasteland anyway) the closer you look. I agree that a republic is where a modern society should be, but I sided with Cesar's Legion because even though there's way less in the way of human rights and decency, its much, much safer within his territories, the ruthlessness and force keeps people in line. If the world is to begin the path to real recovery, its needs a stable foundation to get things started. Things don't have to be perfect right away, but at least get civilization going again.
