Europa Universalis IV is the best game I've ever played, console or PC. It's overwhelming to figure out the UI initially but it becomes easy if you've played another Paradox game or watch tutorials and it's more than worth spending time learning. If you love Civ you may not want to play it since you'll never touch Civ again.

You also got Crusader Cucks II where you can castrate and blind two year olds or marry your sister to keep your dynasty pure. Stellaris = genocidal butterfly simulator. Victoria apparently is great but doesn't have the same meme value. Pretty much any Paradox game is a good bet

Also it's crazy how insecure console kiddies are. You ask a specific question that has nothing to do with the console vs PC shit and they still have to come and shit up the thread.
