I think an RPG + XCOM game would fit the style. I like the idea of SCP but I can't stand the bullshit power creep, so I would keep the power level of the creatures fairly low to kinda dangerous but still reasonable.
The XCOM part would be managing bases at a pretty high level (ie. no actually building each room by hand, just buy some prefabs from the store), agents, containment facilities and so on.
The actual gameplay would be something along the lines of the old CRPGs or games like NWN, with detective work mixed in with the fights, and combat would be pretty sporadic.

I think the biggest problem is that if you have too much combat you will trivialize the SCPs, but if you have too little combat it could become a walking simulator. So that would be a thing for the developers to balance.

I'd probably try to do something similar to Containment Breach, but ditch the procedurally generated map, and instead go for a single player story. Perhaps a bit like Outlast, but obviously much more surreal and with more interesting options than just running away from things. It'd be necessary to know how to deal with every SCP that can potentially threaten you, so it wouldn't go up to Kepler in most cases.

I disagree. The Foundation has to have lines it can never cross, even if they're thin. Also the Ethics Committee is portrayed as still understanding when to suspend morals (they came up with the pregnant rape thing in-universe), and there is a clear difference between "we have to feed this thing live humans or else" versus "we're going to make this three year old blind girl's life hell even though she'll probably be working for us once she's an adult". The Foundation has to keep some humanity in itself, otherwise their entire mission is pointless.

I've been thinking about submitting an SCP for quite a while. It's a guy who's really good at conversation. Too good, in fact. If he overhears a conversation, he'll immediately have an impulse to join in. He enters a trance-like state where he suddenly knows everything there is to know about the people he's talking with. The longer the conversation goes on, the more likely he is to reveal sensitive information or secrets that the people he's talking to are keeping. He has no control over this and can join in any conversation regardless of the language being spoke.

His containment procedures were being locked in a soundproof room and provided a terminal where he can only answer yes or no questions. His explanation for why he can do what he does is that he just wanted to be able to talk to people, and he threw a coin down a well in the woods. Now he realises that he doesn't get to talk to anyone at all.
