The Vigilante sub-mission in GTA SA is one of the most underrated things in the series. Playing it in Los Santos in particular you'll realize how tightly designed that city is and how fun and challenging it is to navigate it. It's pure tense and exciting havoc and is one of the few things in the 3D and HD series that feels legitimately challenging but still fair. There's so much opportunity for emergent gameplay that involves meaningful consequence because of the level of challenge and time and resource management involved in Vigilante. It's something that plays to the strengths of open world design and showcases the game systems of SA at its most pronounced (you deal with civilian, hostile and cop AI all at the same time; you transition between on foot combat and vehicular combat; you manage item pickups such as armor and police bribes)

The map gets criticized all the time, and for good reason. It's the largest map in the series in terms of size, but so much space is taken up by mountains. Most of those mountains don't even have anything interesting on them, either, so what you end up getting are a bunch of really tall mountains that take up real estate on the map that contribute nothing in the grand scheme of things. When you leave Los Santos, you only really have one single highway to take that has you driving along the edges of the map. There's only a small handful of towns outside of LS. The desert area ends as soon as it begins, and just turns into more green mountains.

If they had gotten rid of most of the mountains and expanded some of the existing areas and added in more towns and places to see, along with some more interiors, that alone probably would have helped a lot.

SA has more going for it in terms of story and gameplay, the missions have more length and challenge to them, some might feel like bullshit but trial and error is key, once you see what went wrong then when you re-do it you know whats expected..
Of course V has smoother graphics and more things going on in terms of content, a lot of that extra stuff is multiplayer stuff so its probably not in your best interest right now. Also missions and the like are very short lived and simple, not hating on the game but its definitely not king when it comes to story gameplay.
