It'd be real easy to just name some obscure indie shit that's broken and underdeveloped, or some well-known meme games that are bad such as Ride to Hell: Retribution or The Zoo Race.

But, those are pretty empty answers, so instead I'll answer based on lack of quality as a function of popularity, and whatever tops the chart in my opinion is the shittiest. Kingdoms of Amalur would probably do it, insofar as it's one of the worst games that a lot of people have actually played. Dragon Age 2 comes pretty close.
