Yes and no. I feel the overall gameplay was great but it was missing a few things. The outer heaven mod fixes some of them but overall I had a great experience with the game. The launch week was great with how alive everything felt, the FOB attacks, the discussion, and while the story wasn't the best thing in the world certain story/gameplay moments make the game one of the best in the series. Sadly though people berate and misunderstand the game and unlike MGS2, I don't think that's going to change. And thats a sad thing for the MGS community because most of the games are best looked at and dissected after the dust has settled, but that just wont happen with MGSV.

Only the base management element was similar, and that was done slightly better in PW. The open world threw away good level design, the insane level of control you had was great but made encounters EZ, the storytelling was trash with a massive disconnect between cutscenes and gameplay, and the story itself was lacking motivation.

There are degrees of garbage. Normally MGS is pretty bad but fits in with the established world, characters, gameplay, and vidya trends to make some entertainingly self-aware shlock. In MGSV it was just outright garbage.

I actually liked it for the most part. My only few gripes are that there was never any real reason to want to go loud. I did 99% of the game in stealth, thus a whole fuck ton of my weapons were never used, if they were silent. Also, the FOB PvP seemed extremely unbalanced. Other than that, I loved it. The only MGS Games I've played were MGS1, GZ, and MGSV, so I dont know if the story confused me because its pretentious and convoluted, or if I just needed to play the other games. The Objective Based PvP was pretty dope and well put together. Its a shame it didnt thrive.

MGSV's open world isn't about raw content, its about facilitating the players use of content. Its less Farcry more ARMA. The open world is there so infiltrating an area could be more interesting, and it attempts to push the player to try new things and I appreciate it for that. It was built with making all the gadgets in the game feel worthwhile and useful, the only thing hampering that is the player themselves. As long as it is 'open world' companies think that alone is a huge chunk of content, and not including something as fucking simple as a card game.
I firmly believe the only two games worthy of mentioning in the past few years is Witcher 3 and RDR.
Their content was overflowing with both random events, quests, and point of interests.
MGS5 is by far the most disappointing game when it comes to the open world genre. Completely empty, and lacking something as fitting and simple as fucking poker.
RDR had multiple card games and Witcher 3 even had a fleshed out and entertaining concept which fit in well with the world.

What happened to the well-designed level? The atmosphere of transitioning from one area to another, completely different in tone, changing the mood of the progressing story?

All anyone seems to want anymore is a big world whether it has anything in it or not

I'll take a small, well-designed, thought-out, crafted level system over yet another bland desert/forest/tropical island with maybe an outpost or two every 50 miles

It's clearly not very hard to get right when looking at proper examples like Witcher 3 or Red Dead, it's that 99% of open world games are horrible because the devs decide that "BIG" is enough and neglect to put anything INSIDE all that "BIG"

As for it being inherently flawed, no, it's a good concept given it's implemented in the right kind of game, it just seems like companies are pairing open world with anything these days when that just does not work

Open world and stealth is stupid because there's no challenge.

Forgot to add, this is one of the big problems of this game: there's way too much loading screen in this game in some forms. You climb the chopper, then you have to waaaaaait that it fly away so you can go back to your helicopter, you end a mission, and you have to wait a long fucking time until the "Writed by hideo kojima - Created by hideo kojima - imagined by hideo kojima" i know he wanted to do it like a movie but seriously this is annoying, the wait for the chopper is really annoying.
