Maybe the devs just watched the Guilty Gear Xrd GDC talk where they mention absolutely nothing about their tech was custom made and was accomplished using currently available tools and used a similar frame by frame workflow

Honestly it's a little embarassing that they're so proud of their artstyle when it looks really REALLY janky. Especially when their publisher Namco Bandai is already publishing one of the greatest looking anime games every created.

Do you understand how much more work goes into keyframes compared to non-key frames?

A fighting game can get away with that, a 3D action game is gonna have a lot more active models and environments. It'd either be absurdly expensive to do all that, or jarring as hell because only the main characters would look good.
