Is this game considered bad?
Whats wrong with it?

No.
The gameplay has weird controls and few glitches here and there. The biggest problem people generally have, though, is that it controls more like an RPG than a shooter, meaning there's a lot of abstraction. At least stealth + pistols is an insanely overpowered combination.
It's a third person shooter that plays like an RPG. It took three or four tries before I finally picked up the game. Totally worth it.

Biggest problem I had is that for some fucking reason every time I reloaded a save tons of enemies disappeared, even the bosses

That only happened to me in the airfield level (and it was surprisingly consistent) but yes, that was probably the most annoying glitch.

There are bugs and certain skills allow for the player to be too overpowered. Other than that, it's great.
Seriously, is there any other spy adventure game similar to Alpha Protocol?

Bugs and wonky gameplay

Jesus christ how long has it been, I remember my main problem being that every level felt like it was separated into 'rooms' rather than being a seamless level if you get me..

It ended really abruptly

Yeah the ending I got felt a little weird to me.Suddenly the sexy reporter is revealed to be an assassin, my handler sold me out and then died, I kill Leland and then we ride off into the sunset like nothing ever happened?
It's a solid 7 if I've ever played one.
