Okay but what if you do other things besides gaming, like 3D modeling/rendering? My 6 year old Intel CPU beats the shit out of my 3 year old AMD when I do shit in zbrush even though my AMD averages 37% faster in vidya gaems benchmarks.

I like the new ryzen but this is where it sucks. There's still a noticeable performance gap between amd and ryzen but you're still getting a good experience with ryzens but you will get a better one if you use intels with emus.

Hitting 4Ghz on a 1600 is inconsistent though. Some have different setting over others, Some can only hit 3.8Ghz.

You can hit 4GHz on most 1600s given adequate cooling, but results with the stock one usually vary between 3.6 and 3.9 as you can't do more than about 1.35v on that.
