The empire is weak and couldn't fight against the Aldmeri dominion. How are elves going to get to skyrim? Conquer their way through? The other independent provinces would form a coalition and Hammerfell already kicked their ass. Even then in the tutorial mission the Empire tries to execute you and has a torturer dungeon so you would have to be a major fanboy to want to join that.
They should have let me joined both sides like a true chaotic neutral and then tried to execute me again when they found out.

They defeated Cyrodiil once, and that was when the Empire could marshal the forces of half of Tamriel to defend itself with. A fragmented Empire who can only reliably call upon the forces of High Rock (lol) to aid them is easy pickings.

Wishful thinking. Hammerfell and Morrowind have their own problems to deal with, and there isn't much love between them and the Nords to start with. Cyrodiil won't come to the aid of a province who just won a rebellion against them.
