For me it died around the time Man vs Machine updated rolled out. I played for a few more weeks and then all the novelty bullshit and all the new weapons just kinda started feeling like pixelated noise.

and I still love this game, I hope this update makes it a little more lively again. Still one of the best multiplayer FPS games I've ever played.

The Mannconomy update did a real fucking number on it but it was still largely fine if you went to private servers.

The years of shit balance and fucking terribly lacking optimization slowly strangled the best parts of the community though, driving them to other games like CS:GO, Battlefield, and MOBAs in general. Mann vs Machine also split the playerbase badly as it dwindled.

Last year's matchmaking update finally finished the job and pushed out most private servers worth a damn and has effectively killed the old community. The only people still playing are 90% third world teenagers or traders/scammers/bots.

F2p and bronies.

When the devs started focusing on cosmetics more than weapons and maps.

Still not too shabby for such an old game though. Red Orchestra 2, a game that I play regularly, usually only has around 1000 players and I wouldn't consider that dead. If TF2 continues the way it's currently going then it won't be down to 1000 player average for probably well over another 10 years from now. Even then it won't be dead, at least by my standards.
