TF2 is getting balanced around 6v6 now, like all of Valve's other games are balanced around their competitive side successfully.
Valve wants their competitive TF2 to work, and for it to work, the game has to be balanced around it. The only playercount that's going to work for TF2 competitive is 6v6, because anything above that is too time consuming to find games for, and anything below it is too small and lacks a teamwork aspect.

Viability as a general pick in any given situation.
The chart is based upon the situation where you have no idea what gameplay situation you're going into (it could be any situation that comes up in gameplay at all), and are picking your class blind from the start screen. This is the least biased method since it doesn't favour any particular mode or team comp.

Only 4 out of 100 official TF2 maps have swimmable water, players who are throwing Jarate/Milk are usually getting the kill themselves rather than letting you get it, and because of its damage penalty the Neon Annihilator crits aren't really worth it anyway (they do roughly the same DPS as the Flamethrower, but at point blank).
If you want to be a Sapper removal bitch, Homewrecker is a more efficient choice.
So yeah, Neon Annihilator is equal to Fire Axe, Axtinguisher, and Volcano Fragment. A shame that the coolest Pyro melee designs are basically made irrelevant due to the way better Powerjack.
Stock Pyro should be buffed so that we can nerf Powerjack.

Pretty much. The only hope Spy has is, right now, is killing people who are hiding out of Sniper sightlines in inaccessible places.

As a spy main with over 2k hours in the class alone, I agree. I love Spy's mechanics and how unique he is, but sniper is the better pick about 85% of the time. And the times he's not, Spy is probably an awful pick too because you're probably in a clusterfuck of tight corridors. If Sniper can't get line of sight, odds are the place is too narrow for you to make it through as Spy.
Also Sniper has the far better secondaries. Jarate can single-handily win games if tossed at the right time, and Razorbad can really fuck any attempts for the fucking fag to be countered by his fucking counter. It doesn't seem like much, requiring a spy to just shoot him, but in a competitive Highlander setting (I know, I know, "Competitive Highlander" is a very unimpressive beast compared to 6's faggotry), that sniper is going to be stuck to his team like glue, with a sentry and or a medic around, so it makes it incredibly difficult to get yourself square on things.

See, that's a good question. I don't like how some classes are becoming a bit more homogenized and having their counters countered (IE: Spy getting Spycicle, Pyro with Homewrecker, Razorback, ect) so I wouldn't want to give him something that infringes on anyone's role. Best I could think of just off the top of my head, would be maybe you could mark an enemy, make his silhouette appear to your team like how you get hackervision when you respawn for your own. Give it a cooldown for balance, and you could at least give your crew some knowledge about a sentry placement, where the medic is, snipers, ect. It'd do shit for casual, but it could help from a competitive angle by making Spy an intelligence informant, a better one than he is now, since visual confirmation is a far easier thing to rely on then audio coms sometimes.

Why is Valve so terrible at balancing the Dead Ringer? Instead of tweaking what they have, they keep piling up more and more shit on top of that poor thing. It now has 3 distinct buffs in the first 3 seconds (one of which is a time-varying damage reduction), another set of invisibility rules ater those 3 seconds, special rules for cloak meter and special rules for ammo pickup. That thing's wiki page reads like a parody at this point.

Frankly, I would have been happy with a 'go really fucking fast on trigger', and enough damage reduction to allow you to get out of dodge from a faggot soldier, but not enough to stop pyros/heavies from fucking your shit up. Feigning death is a cool concept, but it's one that's extremely hard to actually apply in-game
