Of course, it's rude as fuck. Granted, Max had her reasons (Kate being a suicidal dipshit) but she could have explained the situation to Chloe (which she might have, I'm kinda blanking out on that sequence).
The important part is, Chloe apologizes and admits her behavior was selfish after Kate almost pulled a Linkin Park.

Keep in mind that the 5 years is a significant portion of these characters lives (from 14 to 19 for Chloe), a lot of which was spent alone (a good two years given BtS). Also take into account this separation happened soon after a central figure in her life gets killed, right when she needed someone the most. I think it's perfectly understandable as to why she gets jealous and sullen.

but Chloe wasn't know Kate's situation that she was feeling suicidal at that moment.

Chloe's reaction would be childish -whenever she gets angry she says stupid things then immediately regrets which I still can understand- at there I agree but she got jealous in there, that reaction was really normal.
(she apologized like couple of times after hearing Kate's situation, plus when they were in hospital)
