Publishers/Developers have the freedom to chose whether they want to publish those free or not. Sony isn't their dictator.

That's not how it works. Publishers/Devs PAY Sony for the privilege of publishing on Sony's platform, not the other way around. This applies to every big platform/store including Xbox/Nintendo/Steam/etc.

"Representation" AKA marketing is the Publisher's job, not the platform holder's. If the Publisher wants to advertize their game they'll release free avatars/themes so that they get downloaded mroe frequently and word of mouth spreads between players. Or if the game is popular enough they can use avatars/themes as another way of getting extra money instead of free marketing. Again, this is up to the publisher, NOT Sony (unless Sony itself is the publisher of course)

You're looking at the wrong guy and have absolutely no reason to get mad at Sony for this. Instead you should get mad at each individual publisher that isn't giving avatars/themes for free. They are literally the only ones to blame.
In your ideal communist world if Sony forced every avatar/theme to be free guess what? Those (previously paid) avatars/themes wouldn't have been created in the first place, they wouldn't exist at all.
