Your eyes have motion blur, so in theory you can disguise low frame rate with motion blur.
But in practice you still get some weird overlaps on your eyes and you can notice the motion blur is a fakery.
Also camera motion blur, specially in first person games is unrealistic, because your eyes combat the motion blur naturally by the means of object tracking and post processing, and well, if your eyes can't eliminate the blur that way, your brain will notice and shot all sorts of red alerts.
