Well, at least the new release date isn't a year or more into the future like usual.

I wonder if this means he's actually getting serious after 23 years of bullshit, or if he's just doing it to keep Valve from kicking him off Steam.

Valve does not kick anyone from Steam for not meeting the release date. Never have.
There's a game by some scummy Russian devs on there that repeatedly missed the release window with people reporting constantly. It's been years and they even rebranded their buggy ass demo to an early access release so they could make some more money with no repercussions. Check it out, it's "Reverse Side".
Valve is not your friend.
