Puzzle Pirates is an pirate themed MMO released over a decade ago. Puzzle Pirates features a player driven economy, territory control, wars, pillaging, exploration. Puzzles act as skills in the game, better you are at one opens up opportunities to explore the game at a deeper level. You can create your own crew, then eventually unite crews to take on a flag and seize an island from another and tax the living hell out of the residents and shopkeepers.
The game is getting a steam-only relaunch, and the beta is out now. This relaunch is called "Dark Seas" can comes with heeps of balance changes with a focus on player interaction and war.

Botters still exist. But it's not crippling. They tend to be dealt with at a reasonable pace.
This ocean may not be wiped when it goes on steam. It's a good time to start up and get established early. Wealth builds and all.
