This was never sourced anywhere save for a throwaway line by Kamiya. We don't know the exact specifications for the contract, but since it was funded by Nintendo we can only guess they were extremely favourable, but this doesn't mean Nintendo "owns" Bayo 2 or any releasing rights on it, in fact it doesn't own shit and that's not how business works. Sega was/is probably just temporally binded by a timed exclusive contract, which will last when it will. But Bayo 2 will definitely see release on other platforms some day.

Those were different times anon. Platinum had no idea how to work the PS3 so they tossed the ball to Sega who also didn't have the necessary expertise. Any port of those two games would target 60fps. Sony doesn't inherently mean bad.
