Not really. Any good 7200 rpm drive shouldn't have issues like this. I used to have a similar problem with gta 5 and found it was because my stupid anti virus was scanning my pc whenever I play gta 5 so my hdd is being used overtime. I also had paging file conflicts in another situation. I'd just goto control panel and force close the apps which were making my disk spike to 100% usage and the pop in went away.

This. I've still got three of my old computers lying around. Each one would slow down on boot time and load time within a year. Speeding shit up would require extra ram and even that was just a temporary solution. My current build is 5 years old now and is just as fast as when it was new. Currently in the middle of a legal battle on this topic myself actually.
