What sensitivity in FPS's is best?

The one that you are comfortable with
Low. It takes a bit of getting used to, so do it slowly. As my sensitivity went down, my accuracy went up.
This all depends on mouse acceleration and the size and smoothness of your mousepad of course, but in general you don't just want to fiddle until it feels right you want to find consistent values for the amount of movement you have available with your working space. That can mean something like a swipe from center to edge moves you 360 degrees, or 180 degrees, something like that, with the goal of maximizing the amount of space and movement you have available. If you're aiming with your arm making large swipes you'll be more accurate than if you're aiming with your wrist on a tiny standard 8x8 mousepad.

Dev can implement a non linear function. It's fucking easy to call pow.
