I honestly think it was intentionally done to sabotage the franchise. Games like Mass Effect are expensive and take a very long time to make. By intentionally releasing a fucked up entry in the series, especially after fans were so turned off by the ending of 3, EA has ensured they won't need to worry about spending money on the franchise ever again.
