Well if you're going to have characters talk I think they would be pretty important. Be kind of silly to have people moving their mouths without actually saying anything.
Not very. I think I can live without Troy Baker, Laura Bailey, Grey Delise, Steve Blum, Tara Strong, etc. in my games.

Depends on the game and the narrative.
If you're going to rely heavily on dialogue or emotive expression of a character for storytelling, they can add a lot.
One-off VO lines can also do a lot when used correctly. Unreal Tournament's bots shit-talking you is half the fun of fighting them.

Don't blame the actors, blame the casting directors who refuse to consider new talent and perpetuate the already notoriously insular world of voiceovers.
