I wanna upgrade my pc to get the best mix between emulating ps2-era games and 2015+ pc releases. right now i'm at an intel i3 550 and a geforce 315. where should i be at?

for ps2 emulation it is recommended a core2 so I guess a pentium will mostly work for your needs. I picked that PSU so you won't have to repurchase it if you want to upgrade in the future. If you want you can spend $30 more and have 8gb of ram instead of 4 but this should work for now since you are on a budget

that CPU is not really meant for gaming but it's a good compromise for budget builds. if you can use your previous case you can maybe save $30 and buy an i3 instead of a pentium
