First person games are so much more better when the game doesnt lock your fps to 60. The new Wolfensteins did this but thankfully someone made a mod that let you unlock fps in it and RAGE. Its not "just more frames" the games pretty much look twice as good in higher frames.

The consoles are aiming for 4k 30fps. I say aiming, since a lot of upscaling is used.
They could have aimed for 1080p and 60fps with dips. The 4k tv manufacturer forced this on them, and PC monitors followed suit.
Hardware to push high detail 120fps rock stable even at 1080p is not cheap. Console ports will likely be locked at 60fps or worse.

There isn't much point with the mining craze pushing gpu prices up to care about higher than 1080p 60fps at this point. Especially with the upcoming games drought

Yesno. Like to me going from 30 to 60 feels like 2x improvement. But going from 60 to 120 feels like 1.75x improvement. Depending on the game the diminishing returns start to kick in after 100 fps or earlier but if you play games with fast camera movements (so basically first person shooter) the difference is noticeable even from 120 to 144.
