Valenwood isn't too small. It's bigger than Vvardenfell, but it's an elven province, putting it in the "weird" category along with Black Marsh, Elsweyr, and Summerset Isles. What I'd really like is a game taking place in Valenwood or Summerset Isles, just because I want a return to the alien environments and worldbuilding of Morrowind.

Desert zones in games are always some of my favorite so I wouldn't mind it being set in Hammerfall. It seems to make the most sense for a variety of reasons.

1. Sword-singing as a replacement mechanic for Shouts. It's incredibly unlikely that future games won't have some analogous power you can run around getting more abilities for given how successful Shouts were in Skyrim.
2. Hammerfall is one of the only provinces to resist the Aldmeri Dominion, this fact is referenced several times in Skyrim and given that resolution of thw conflict with the Thalmor is likely to be the main plot point of the next game it makes sense to set it there.
3. It's very different a setting than Oblivion, Morrowind, and Skyrim but not so fantastical as to run into problems giving a faithful representation. Valenwood as a massive forest full of giant moving magic trees is a lot trickier than just fantasy arabia.
4. The other alternatives don't make much sense at the moment. Black Marsh and Elsweyr are highly unlikely to happen first, Somerset isles is probably the second most likely but will almost certainly be saved for the next game after Hammerfell to tie up the Aldmeri storyline. Valenwood is not possible in their current frankenstein gamebryo engine
