I think Shivering Isles is the most worthwhile DLC I've ever played. The world itself is impeccably designed and the main quest was really good (arguably more fun than the real main quest.)
Mirror's Edge also had very well made DLC. It's just a 5 dollar time trial pack but what you get are some super well-designed time trial maps, which are easily the best and most replayable part of the game. It was a perfect reaction to fan feedback about what made the game fun.

I thought the AoE II expansions for the HD version were generally pretty good, fun civs to use and campaigns. AoF didn't have voiced campaigns and its building sets looked like ass, but African Kingdoms was a lot more polished though didn't get a balance patch until sometime before Rise of the Rajas came out, which got some ironing out only a few months later.

A shame that AK practically results in kangzposting and the rest aren't as safe by association.

Shivering Isles was explicitly an expansion, so unless you are being super literal with DLC, which includes any software since the internet, it shouldn't count. I'd say its one of the last, real, mainstream expansions.
