Lanius is actually unique in that you have to go through multiple speech checks to convince him. The whole conversation is basically about how the Legion can only take over Hoover Dam if they bring all of their armies, but if they do that they'll make the same mistake as the NCR by capturing too much territory that they can't properly defend

The problem is when you have to persuade someone who is ideologically based. The Master in Fallout 1 was ideologically based and therefore, couldn't be persuaded by moral grounds; he had to be dissuaded by empirical evidence. Something as prophetic as the legion being unsustainable by expanding too quickly, would have be proven with evidence (Not with just the NCR, but maybe with Rome, even then, they have an argument against that aswell.) but whatever throw in a [Speech 100] : lolno you're wrong haha.

It's the biggest letdown the game has.

The dialog you can have with Ulysses about him (which was originally written to be in the base game, I think) has him mention his maniac tough guy thing is at least partially an act. Graham really was that bloodthirsty and some of his reputation seems to have carried over to his successor. My point wasn't that clear. What I meant to say was it would be a good final boss, If he understood Caesars intentions, possibly realizing the failure of both the Legion and the NCR would yield a greater output. You could prove that this was a Fallacy, that the synthesis wouldn't yield a predictable output, let alone beneficial.

I fail to see the purpose of diplomacy. The legate is a genuinely terrible human being. Talking him down from battle doesn't mean he's suddenly going to change his ways and work toward the betterment of New Vegas. He'll likely join some other retarded cult and continue being an asshole. It's far better in the long-term to remove these types of people from the world entirely.
