No. They just use the name as a running gag now. The reason Gabe and co. never say anything about it is because there IS nothing to say about it. The game doesn't exist in any way, not even in concept form.

Valve can tell you they're making games but the fact of the matter is they don't need to make games since Steam pumps money right into their wallets. They're not in any rush to release anything.

Marc Laidlaw has no idea if it's ever going to be released. HL2E3 would have lead into HL3 and HL3 would have left it's ending open for HL4. So we'd only be left waiting for that if it did come out.
