If it isn't announced for localization already then it's not happening. That's Square Enix for you, though.

They did say that latter part but there never was a confirmation for localization.
There hasn't been a single mention towards a localization in any of their events; including their anniversary one.
It's safe to say that it's not happening.

DQ XI localization will happen eventually. There's no reason for them not to bring over the main game after going through the trouble of releasing VII, VIII, Heroes and Builders over here.
Definitely over a year away though.
