I think Tenkaichi 3 has better game play, but for some reason they phoned in the cutscenes super hard. 2 has better cutscenes, and gameplay is mostly the same.

budokai 3 for gameplay, tenkaichi 3 for fun character roster. Simple as that.

Tenkaichi 3, no contest. I really mean no contest, if you say otherwise you have no idea what the fuck you're talking about. BT3 has literally everything you could ever want from a DBZ game, a mountain of content - characters (everyone you could ever think of plus some you couldn't), stages, tournaments, story, customization, game modes, challenges, unlockables and more.

budokai 1: completely inferior in every way to other dbz games except for music
budokai 2: better, but still the same situation
budokai 3: good, but teleporting made a game of who had more ki, and infinite world made it worse
tenkaichi: nice and has some sort of charm, but feels clunky and like a demo
tenkaich 2: obviously the best story mode of any dbz and cleaned up its predecessor's flaws
tenkaichi 3: tuned up visuals and smoother gameplay than 2, but lacks story; also, combat felt like playing the show
Budokai 3 looks nicer, but tenkaichi 3 plays much better
inb4 tenkaichi 3 is a party game with shit controls

Great asides from Dragon Rush
Tenkaichi 1: No in-battle transformations? Gay. Nothing in it that you can't get from the sequels.
Tenkaichi 2: Can't immediately jump in and have fun since you need to play through the long story mode to get most characters but otherwise the 1st great DB sim.

The lack of decent VS mode (you can't pit yourself against the CPU), shallow roster and lack of things to do kill an otherwise decent engine.

It had a better capsule/shop system (you don't have to waste most of your slots to get all of Goku's transformations on him) as well as better character roster than Budokai 3. Some of the stuff they removed though makes no sense to me though.

Why these old DBZ games often skipped Buu saga and only added it in later games in the series?
