i only have a Vita and the games are on sale
should i start with Dusk or with Arland series?

Ayesha is probably the best place to start, so I'd say start there, play the other two dusk games in order, then go back to Arland. Your play order if you do that will be:
Ayesha>Escha&Logy>Shallie>Rorona>Totori>Meruru
Ignore the mysterious games unless you need more. They're okay but lackluster in comparison to their predecessors.

In that case get yourself the Arland trilogy. Rorona is still a great place to start.
