TW games are good at this.
Though if I had to chose the most memorable moments, for me it would ALWAYS be pretty much the entirety of Chapter 4 in TW1 (especially the part where it all goes to hell at the end), the final confrontation with Letho in TW2, and the entire first visit to the nest of the Crones in TW3.
In Morrowind, the moments that most stuck with me is the part where you visit Temple Library and learn your contact there was compromised and have to bail her out of the Ministry of Truth. That felt very intense.
That, and the Cavern of Incarnation and the whole Prophecy reveal. I still argue that Morrowind was the only game to ever pull of Prophecy story well.
For a game that is very bad at feeling personal (morrowind is very "wooden" and still and stiff), they did manage to make some moments weirdly intense.
Oh yeah, and while we are at this, I think I should also mention
Agroprom Undeground and Lab X-18 from Shadow of Chernobyl.

I was underwhelmed somewhat by both Polyhedron and Abattoir in Pathologic, though that was to be expected (and the game does give in-game explanation for that to a bit, at least in regards of Polyhedron).
But it's Pathologic. By the time you reach that point, you are already beyond saving.
Yeah, remake can't come soon enough, but I'm pretty damn sure it's NOT going to be on November 2017 as they promised. I'm pretty much OK with that though. I've been waiting for it since 2006. Few months mean little to me. Next year spring does sound very plausible.

The storyline of Okami was fairly epic, the entire atmosphere surrounding the game gives you this strange feeling of death and sorrow.
There were moments from the Elder Scrolls series that I would say stuck with me, Oblivion/Morrowind were life changing in certain ways. The atmospheric affect of being a traveler in a medieval Europe where magic/mystery of the ES universe - idk it sticks with you for a long time.

HD Classic fixes the translation pretty damn well. Everyone still speaks weirdly but it's because they're weirdos, not because they're poorly tl'd. It's got some basic grafix and lighting tweaks so the atmosphere's a bit better, but it's still ugly as sin for things like character models so don't expect much.
But that won't matter much to you anyway, if you like it, the thing will consume you, ugliness and all.

I never played Infamous either but my understanding of it is that in the bad end the MC chooses to activate some shit that will wipe out humanity but empower beings like him with powers and shit, but there's a very small amount of them. In that scene the MC's buddy is trying to stop him from doing that, even though both characters and the player know he's horribly outmatched. He tries to shoot you and you shock him down until he dies.

The game didn't live up the hype but it had some incredible moments near the end.
Ace Combat 6 when you get to the second half of "Weapons of Mass Destruction" and you're getting swarmed out the ass by enemy fighters and it's looking pretty bleak until you get that radio transmission about the backup coming in and the main theme starts blaring and suddenly you and your guys are bagging everything in the sky.

Left guy is MC with lightning powers, right guy is his friend who is always trying his best to help despite not having powers (and occasionally fucking up cause he's jealous he's still a normal dork)
The blue thing he's holding is a device that MC can use to basically trigger all people with "conduit" genes (think latent mutants) but it'll kill all non-conduits.
Friend gets the device and despite knowing he has no chance against MC he stands up to his life long friend knowing he will probably die. You have to shock a really endearing character to death and each time he gets up he's struggling more, in the end he can't even raise the gun at you again.
Multiple times through the game, they say "half as long, twice as bright", and friend says that right before you kill him.
