"Telltale" has become its own genre at this point.

I'd say the ending was more open-ended than a cliffhanger. It's a subtle difference, but we strictly speaking, don't need a scene where Bigby goes to confront Nerissa and determine who she is for sure since the hints are already there and it's intentionally left up to the player to figure out and decide who they think it is; we can move on and just focus on Bigby dealing with another complex case.

Cliffhanger leaves no clues throughout the entire story in order for player/reader to solve the puzzle - the only way to solve it is to make up entirely your own story of the character and be happy with it.
Open ending implies there are, at very least, hints for getting the author's point of view.

Adhering to the comics was a mistake from the get-go and Snow's bait and switch death in episode 1 was apparently the reason why author decided to chime in and Telltale rewrote parts of the story to bring it back in line. Should've been a re-telling of the story or something.

From what can be gathered, the the majority of re-writes stemmed from having to scrap and replace a large plotline involving Bigby being tracked by that normal human woman cop who would think Bigby is the murderer and track him until finding out the truth of the Fables. Boy Who Cried Wolf was likely more tied into that plot and not really the killer.
