Probably the best character introduced so far in terms of gameplay, Hugo mains are creaming themselves right now. I honestly don't see anything wrong with him. In motion he looks good, it is an interesting pick: obscure Final Fight character and serves an interesting niche in the game. The EXs, special attacks, and Critical Art looks interesting. Yes he looks roided out of his mind, but that is what the character archetypes is. Chun Li also had roided thighs, and whenever she walks around in Story Mode casually she is janky as fuck but everyone seemed to love her character model in SFV.

Just purely listening to fan feedback has downfall on its own.

We kinda always wanted a fresh and new well designed character that serves as unique addition to the roster. By luck it can be really good, like RASHIDO is an absolutely solid addition he has personality, moves, playstyle that fits the game really really well. On paper people might not want to vote for Arabic guy with Vegeta scooter, but the production team pull it through. Another well designed character that I could think of is Hakan. He has funny gimmick and interesting moveset, also with decent semblance of personality.

If SFV characters are added purely by polls we'll get Sakura, Sagat, Dan, Blanka, Cody, Poison. Fucking yawn we already know what these characters can do and what their playstyle is. This is why Guile as DLC character is such a yawn. Everyone knows that Guile gonna do what Guile does.

Abigail being nauseating to look at is probably less the fault of the character designer and more just the big problem of SFV in general. Most of the models in the game are uncomfortable to look at; I just don't understand why Capcom seems to have intentionally gone for a very ugly aesthetic with the game.

I think he's less offensive than Kolin, who is just Gil's secretary and Ed who is just a crossbreed of white Balrog and Bison with psycho power who happened to be Balrog's trainer. At least Abigail has his own thing going for him and not just someone else's satellite character.

Exactly. Hugo was the limit you could take a giant human character and it worked precisely because he felt much bigger than the other characters. He was so well put together in design and animation to an extent that he was a beliavable giant.
Look at his animations and how much weight and power they convey. How his face and muscles contort themselves before the blow, and the aftermath. How every Hugo animation follows a "squash and stretch" principle. Everything he does carries an absurd weight to him, supported by the elements of his design like the chain belt and his hair which move to further create the idea of a huge lumbering mass of muscle. He is not just an oversized mountain of muscles, he is a full character supported by his moveset, fighting style and animations. As it should be. Despite being so freakishly large, Hugo does not break the suspension of disbelief for the series.

Abigail does. He is an abomination with a ugly design centered on him being grossly oversized and a moveset consisting of generic punches and grabs that pretty much any character could have. The only moves he has that reflect his size are the ones that seem outright stolen from Hugo. He is not cohesive, his design is not cohesive nor does it convey character beyond "he likes tires and wears make-up", everything about him is just the worst kind of ridiculous.
His animations are way too choppy and snappy for a character this freakishly large, and if he wasn't so huge, there would be nothing special about him and people would just wonder why did a random Mad Gear goon join the game. He puts no effort into his attacks.
He just looks bigger than Hugo. He doesn't feel bigger. And he completely breaks the suspension of disbelief for the series.
