Oh wow. Just realized you need to download Legends as a seperate game and its not a patch for TSW. Do all our bought DLC issues from TSW get transferred over to Legends?

streamlined skill system, "action" combat, after the intro zones are pretty much the same (reworked quest-flow and other minor stuff).
biggest change is probably zones are capped to 10 people, gives the game a lot more creepy feeling, especially when you suddenly see someone else run around.

I started playing at re-release and I think I'm about done already. The story was fun to go through and all but other than that there's not much to do.

Not mentioned: account links get all cosmetics, sprints and pets they previously had unlocked for free.

Did you load the game from Steam?
For some reason that is still using the old server so if you load from there you'll log into original Secret World and you will indeed not find a single person there.
No idea about Legends though as I haven't tried it.
