I bought a $100 stripped out I5, beefed it up with a 1050TI, and put 8gigs of RAM in it with a shitty HDD I had laying around, and I'm running GTA5 at 60 FPS, maintaining temp, and I don't even have AC in my room.

I've been watching video card prices for the past week ever since this Etherium coin launched GPU prices sky high. The only video cards worth buying right now are either at the high or low end.

1060s and 1070s are so high that you can literally find 1080s for less than 1070s. Meanwhile, you can find 1080, 1080ti, and 1050ti for only ~$50 over MSRP and are relatively unaffected by this latest bitcoin-ripoff mining fad. But the 1050ti is so shit you can get a 960 or 770 or 680 for a better price:performance ratio. And don't buy them used off eBay. There was a miningfag scare this weekend and a bunch of them put their cards up, and miningfag cards are used and abused, and even the ones they put up are over $100 over MSRP

Right now is THE WORST time to buy a video card, and there's no end to it in the forseeable future. You're going to have to wait until Black Friday / Cyber Monday sales towards the end of the year.
