SFV's character design is actually pretty fucking good and definitely better than SF4's. Most of it looking like shit has to do with UE and its lighting system and how they light the models and stages. The posing on the character select screen and some character win splash screens are especially poorly done like Ken's character select and Ibuki's win screen.
