It's a tie because they're literally gods in there titles, including their followers that also act like their own Demi gods

Honestly, I hate to be that guy, but probably the sole survivor or the fallout 2 vault dweller. The equipment they're provided is way overpowered compared to the others.

Fallout 2's protag with full Guns skill can get guaranteed eyeshots on anyone as long as they're close enough for his weapon to be capable of hitting them, which always crit for huge damage and blind their target.
I'm not sure how you beat that in a direct 1v1 fight.

I really have no idea. According to the lore the Courier is capable of killing Joshua Graham, Legate Lanius, the entire Fort, and Ulysses. All of those being extremely impressive feats, especially with Joshua and Ulysses.

The MC from Fallout 2 was capable of killing Frank Horrigan in single combat, which trumps most other accomplishments the MCs in the Fallout mythos have done. Not entirely sure what the MCs for 1 & 3 were capable of that could rival those.

why would he even need to use eyeshots? He could just get the automatic FAL and kill everybody in a single 1k damage crit burst
