In Japan, AC is very common. They usually have units that do both cold and hot air (like a Daikin Inverter, for example, which is also my model).
This is a middle class solution. "Poor" people like students who live alone usually use room heaters during the winter, and fans during the summer.
The reason why is because in Japan, most apartments do not have thermal insulation, no heated pavements and no double pane windows. It's the downside of Japanese housing.
During a winter inside of a European house, you could live without heating at something like 19°C but with at least a sweater on. In Japan, it'd be 7°C and you'd die.
This is why anime characters hug their room heater during winter.
