Because his arc, like most of the core cast, has a barebones presentation. You get the basic gist just enough to know it happens. But the game never actually goes anywhere with it. Same with Ashe, who is supposed to have a burning hated towards the empire, but she mostly just comes off as mildly annoyed. Same with Basch and his conflict with Gabranth. Likewise Balthier and Cid. Fran and her being exiled. You're given the cliffnotes versions since the game is so busy shooshing the characters off to the next plotpoint that the actual character moments are few and far in-between.
