If the Switch is supposed to succeed 3DS, then why is it not backwards compatible?And if it isn't, then why was it downgraded to be able to be used as a handheld?

Completely different architecture and innards from the Wii U or the 3DS.
The Wii, Wii U, and DS line got away with backward compatibility because the newer systems were just juiced-up variants of the older ones.

The Game Boy Advance had the innards of the Game Boy Color, which was an upgraded version of the Game Boy. That's why the Game Boy Advance can play games back to 1989. I'm not sure if DS was based on GBA hardware though.
