This number is on the power supply. A graphics card like a GTX 1080, as well as every part in any computer, needs a certain number of watts from the power supply to function. If the number of watts that all of your parts need is greater than the amount your power supply can handle, then your power supply will fail somehow. You need to check if the power supply is already near max capacity before adding new parts. It is also unhealthy for a power supply to run near max load constantly.
The case is the big hunk of metal that all your parts go in. If you have a tiny case and buy a large graphics card, there may not be enough space inside the case for it to fit with all of the other parts.
You also will not want to buy a really expensive graphics card for a computer with otherwise cheap parts, because the computer will be bottle necked by those cheap components. That is to say your graphics card might be good enough to produce the images for the game, but you may not have enough memory to run it, or the computer may run it slowly because the CPU isn't fast enough.
You have to meet all of the system requirements to run a game well. Sticking a really expensive GPU in a cheap computer is not enough.

No. You have to desolder the CPU unit and replace the cache with ecc ram of at least 10 gigabytes. This process is only allowed in select Alienware desktops that have hit the "silicon lottery".
