That's a limited imagination, not the fault of the setting. You can easily make post apocalypse more colorful and vibrant, not just brown. For instance:

Most animals on the planet are extinct, which is why the sale of synthetic animals became such a large enterprise. Los Angeles is one of the few hospitable places on the planet. Making a big budget open world game like horizon or witcher 3 would probably take much much less time and resources than making the same game but replacing all that empty wilderness with massive highly detailed and busy neon cities.
