Every game developed by Bethesda follows the same formula when it comes to sequels. Each sequel for either franchise ends up removing too much of what made the previous game good, and ends up not adding enough of what would make the sequel better. Thus it's a linear trend of decreasing quality. Two steps forward, two hundred back.

Oblivion has some imaginative quests that are far better than what you normally find in RPGs. Honestly none of the others have any redeeming qualities. They're kind of the same shit with a different coat of paint.

Hard to say. There are things I liked about FO3 more than FO4 and same for the elder scrolls, but the boost in tech, and the gameplay changes massively helped.
I do think though I place Oblivion over Fallout 3 and Skyrim over Fallout 4.
