Because retailers don't want to lower their prices to compete with digital storefronts and threaten publishers with not stocking their games if they try that, and retail sales are still too significant a part of the market to lose.

Physical stores. A physical store is simply going to choose to not sell a physical copy of a game when it is available for half price elsewhere, and while a lot of people do purchase games digitally, a large amount of the market is still in physical media. Having no store presence will cut into game sales a lot, because being on store shelves not just helps with the physical market, but also acts as a form of advertising.
