Lucio, not joking. Reaps must be close to be effective, and boop is up every 4 seconds. Just prioritize booping him, and he'll constantly need be unable to kill anyone. Boop also ruins his ult. Torbjorn is annoying too. The turret stops/alerts the team to a Reaper that loves flanking.

All I'm saying is that reap is a great counter to winston against a non-full stack in ranked mode, maybe it's just me but I'm on a roll with him since quite some time.

So, yeah for a top 500 players in a full coordinated team it will be useless, but I don't think that's a great sample to take to judge the game's balance now does it?
